Information on the situation of liquefied petroleum gas (LPG) in Mangistau oblast
The highest consumption of the liquefied petroleum gas (LPG) in the RK is in the Mangistau oblast.
The consumption of the LPG in the Mangistau oblast is 13-14 thousand tons per month.
“KazGPZ” LLP is the main LPG supplier in the oblast. Monthly produced 13-14 thousand tons of LPG is 100% released to the domestic market of Mangistau oblast.
According to the paragraph 3 of the article 27 of the Law of the Republic of Kazakhstan "On Gas and Gas Supply" (hereinafter - the Law), in order to satisfy the LPG demand of the domestic market of the Republic of Kazakhstan, the Ministry, until the 25-th of every month, approves the liquefied petroleum gas (hereinafter - LPG) Supply Plan to the domestic market of the Republic of Kazakhstan (Supply Plan).
The decision to provide the necessary volume of the LPG is made at the meeting of the Committee on the distribution of the volume of the LPG to the domestic market of the Republic of Kazakhstan (hereinafter - Committee), which included representatives of the Ministry, Nur Otan Party, “KazEnergy” Association and National Chamber of Entrepreneurs of RK “Atameken”. So, the Ministry holds monthly meetings of the LPG distribution Committee within the Supply Plan, to which the representatives of the local executive bodies are also invited.
On July 19, 2017 a monthly meeting of the LPG distribution Committee for August was held in the Ministry of Energy. (The Head of the Energy and Housing and Public Utilities Management Department of Akimat of Mangistau oblast V. T. Mustapaev took part in this meeting). The Akimat of Mangistau oblast was informed that the expected volume of consumption for August is 13 940 tons.
On July 25 of this year, the Ministry approved the delivery plan for August, according to which for the Mangistau oblast was allocated 13 940 tons from the resources of “KazGPZ” LLP.
However, on August 2 of this year, the Akimat of Mangistau oblast has approached with the letter to the Ministry about the allocation of additional volume for August, in the amount of 2000 tons from "CNPC-AktobeMunaiGas" JSC.
On August 3, 2017, the Ministry made additions to the approved LPG Supply Plan for August and 2000 tons from the plant of "CNPC- AktobeMunaiGas” JSC were allocated.
The first shipment from the plant is planned for August 4, 2017 (12 wagons, 420 tons), unloading in Mangistau oblast is expected on August 6 of this year.
The reason for the existing deficit in the oblast, according to the Akimat, is an increase in the flow of tourists to the sea and pilgrimage to the holy places, the use of air conditioners in cars, the transportation of vegetables and melon products from fields, etc.
The LPG deficit in this oblast was observed in May of this year, then the reason was the decrease of LPG production in “KazGPZ” LLP (repair works). To solve the problem, the Ministry of Energy of the Republic of Kazakhstan allocated 2,000 tons of LPG from the resources of "CNPC- AktobeMunaiGas” JSC.
